This new development in the case bothered Kane. No, it surprised the hell out of him. A revolution he’d written off as wishful thinking. All the grumbling, all the rumors, and he’d never taken any of it seriously. Why should he?

Living under the Oligarchs was hell. He agreed with that. Everyone dreamed of a day where they didn’t have to live in fear and oppression anymore. The norm was to be pushed down either because you were a different color or poorer than the rest of the city. That norm was overdue for change. But dying for it was a different story. The Oligarchs controlled the military and the airships. They controlled the top divisors and engineers. They could create weapons that would level the lower class in seconds, all powered by steam, clockworks, and greed.

Kane knew he’d be lying if he said he wasn’t fearful of what an uprising would mean for Hidden Valley. So many people dead. Good people. Men, women, children, the Oligarch wouldn’t care. Would it be worth it? So much carnage and so much lost with a high risk of it all being futile. There had to be another way, something more diplomatic that wouldn’t cost lives.

Kane had seen his fair share of death. He didn’t want to watch it go widespread in his community.

It all made sense. He’d met the killer at the Mermaid. His targets were specific. Kane was putting it together in his mind as he and Tabitha walked back from Madam Boudreaux’s after lunch.

The prostitutes in the city made up a communications network, a group of spies trading information. Likely not all of them, but enough of them to be a threat. The Oligarchs had a Magician on the payroll and were using him to take out leaks. Amy had probably been leaving Antonia’s that evening to meet up with a contact when she’d been murdered. The first girl was still unidentified, but likely also a spy. All three of the girls in Krieg’s meat locker. The girls at the Mermaid who’d died during the Magician’s attack had also been part of the network. Kane didn’t doubt that one bit.

And the Oligarch.

Had he been a sympathizer? Possible. As hard as it was to think of them as such, the Oligarchy was still a group of human beings. People, generally speaking, had an innate compulsion to help each other. Jones would’ve chalked it up as a basic animal instinct to protect the species. As bad and corrupt as people could be, there would be no reason why at least one couldn’t decide that he or she might be on the wrong side. And, if that were true, it meant that there was in fighting in the Oligarchy.

It also made it possible that there was a double-agent in the escort spy ring pointing fingers, singling out girls who were moving information that they shouldn’t be moving. She might as well have been the executioner, herself.

Which meant that Kane was looking for a woman. Or a man.
